2021-07-06 Lbcom v22r3

This version uses LHCb v44r8, Gaudi v29r5 and LCG 93 with ROOT 6.12.06.

This version is released on 2018-patches branch. It is intended for 2018 incremental stripping (S34r0p2), and stripping in 2018 simulation workflows. Builds with gcc62 on centos7.

Built relative to Lbcom v22r2p1, with no changes other than the dependencies.
