Remove usage of deprecated HltLine

The HltLine constructor was deprecated in !716 (merged). Line authors should use DecisionLine or Hlt2Line directly.

Rather than updating everything in one go in !716 (merged) and introducing conflicts with PAWG branches, authors are encouraged to update instances as they go. We may do a batch update for the remaining instances in the future.
