Cannot customise persisted RawBanks in HLT2

This line only achieves desired behaviour if input_raw_format = 4.3 (using Brunel locations), otherwise raw_events is just DAQ/RawEvent

Will use CombineRawBankViewsToRawEvent to customise RawBanks per stream for HLT2 as in Sprucing

Relies on @sesen's work to make algs work with RawBank:Views !1828 (merged)
