Create new track/protoparticle makers that specify reconstruction type

Current tracks and proto-particle creators in Hlt2Conf/standard_particles use by default the "PP_ALL" and "TrALL" filters, which takes all Velo, Upstream, Downstream, Long and TTrack tracks/proto-particles.

New functions should be created that allow to directly create a specific type of track/proto-particle
