Globally define default HLT2 reconstruction

Ideally, the default HLT2 reconstruction should be defined with a single options file, which can then be used to run HLT2, RecoMon, CalibMon, and also simulation.

We will need two flavors of this: one for reconstruction with the UT and one for reconstruction w/o the UT.

One option is to define the reconstruction configuration with global binds in this options file.

To achieve real synchronisation, the standalone reco used in tests and the monitoring should use reco from hlt2_global_reco.py
