HLT2 Velo Lumi Counters

This issue is meant to track the reported issue with HLT2 VELO Lumi counters observed in the 2024 VdM scan.

@elniel @fferrari could you please elaborate on what is the exact issue with the counters?

I understand this the issue was already there in the April mini-VdM and @dcraik you took a look, can you please elaborate on your findings?
