Sprucing tests Fail consistently in lhcb-master

Sprucing tests in master consistently fail, see e.g.

One appears to be mis-configured w.r.t. raw bank locations

77724 - UnpackRawEvent_ODIN                   ERROR Maximum number of errors ( 'ErrorMax':1) reached.
77726 - Decode_ODIN                           ERROR Decode_ODIN : Cannot retrieve '/Event/RawBanks/ODIN' from transient store.
77727 - Decode_ODIN                           ERROR Maximum number of errors ( 'ErrorMax':1) reached.

the other has these errors

131617 - Hlt2DecReportsDecoder                 ERROR Hlt2DecReportsDecoder :  No HltDecReports RawBank with sourceID 2 found
131618 - Hlt2DecReportsDecoder                 ERROR Maximum number of errors ( 'ErrorMax':1) reached.

@nskidmor Could someone please take a look ? We are pushing to get the tests in master as green as possible at the moment.

( Note, LHCb!4540 (merged) was merged yesterday which fixes some issue w.r.t. TAE events and Online Moore, but the RawBank errors above predate this so I don't think is related. )
