TOS matching in HltEfficiencyChecker fails for neutrals

TOS matching in HltEfficiencyChecker proceeds by comparing hits from tracks. Neutrals have no track, so it will seg fault.

Update: with !61 (merged) it will not seg fault, but rather give a zero TOS efficiency.
