Reduce default verbosity and test for it.

Any message during initialize/finalize of HLT2 we'll from thousands of tasks. Thus we must reduce output to the bare minimum.

We need tests checking that we don't output too much out of HLT. For example, in a default online configuration the global OutputLevel should be WARNING (same for python logging) and there should be no counter printout at the end.
