SODIN01 drops MEPs

SODIN01 will sometimes discard all MEPs. This seemingly occurs at random, and it does not recover over time. It hints (perhaps) at a race condition happening at the beginning of Allen, where SODIN01 is the only case where there is a single EB buffer.
