Create a dedicated task for the monitoring of high-level performance

1. The monitoring of high-level performance requires a dedicated task, similar to RecoMon. This should take as input a dedicated set of Hlt1 lines selected through a routing bit
2. Import the TurCal selections, instead of the custom made mass monitors
3. Define the quantities to monitor
