Fix the random seed of RestoreCaloRecoChain

The tuple tool RestoreCaloRecoChain will do smearing in MC with a gaussian distribution, which will introduce a random result in photon momenta. we consider this should be fixed by fixing the random seed in https://gitlab.cern.ch:8443/lhcb/Phys/-/blob/run2-patches/Phys/DaVinciNeutralTools/src/RestoreCaloRecoChain.cpp
