Adapt PrAddUTHitsTool for SOA tracks and LHCb::Pr::UT::HitHandler

PrAddUTHitsTool needs to be adapted to:

• Work with a PrLongTrack or similar, that is identical for PrForwardTracking and PrMatchNN (!2059 (merged))
  • Ideally the tool runs over several tracks and is not call track-by-track.
• Rewrite the tool with SIMD instructions. Some ideas / functions can be taken from PrVeloUT !2065 (merged)
• Use the LHCb::Pr::UT::HitHandler similar to PrVeloUT
