Lack of states in T-tracks for v3 tracks
For the move to v3 tracks (in particular with the calo (see !2547 (merged))), the unfitted T-tracks (SeedDecloned) need to have FirstMeasurement and LastMeasurement states available. For the calo case at least the LastMeasurement state is needed.
