Replacement for TupleToolBremInfo

@yamhis enquires about Run3 replacement for TupleToolBremInfo, which isn't available yet.

@gligorov makes two remarks on this:

• Implementation of Brem functors for tupling should be coherent with the tools/functors used to add Brem information to tracks in selections (FYI: @tnanut, @mveghel and @graven ).
• Have coherence b/w storing brem information and other "related" info e.g. isolation information, etc.
