Add Spectrum option to CaloTimeAlignment monitoring

The calo time alignment monitoring currently creates one histogram for each channel, giving problems in the monitoring due to too many histograms being created. We should add an option to the algorithm such that the per cell histograms are only created when the option is on. The option should be off by default and in the online monitoring configuration.
