Large differences in TrackPV2HalfMonitor

Between 10/09 and 12/09, a change was introduced that gives a different (lower) number of PVs to the TrackPV2HalfMonitor, and changes the number of tracks per PV. It resulted in different delta x, y and z distributions, see the attached images.
