One single disabled Velo module has a large impact on Velo tracks hit multiplicity distribution

The hit multiplicity distribution in Velo C (as labelled in RecoMon) gets very distorted just from the exclusion of Module 14 (as labelled in RecoMon plot, # 29 from Velo nomenclature). From OnlineMon/Reco/VeloTracks_02_Multiplicity:

Observed during mu scan on Monday 22.05 compared to mu scan on Friday 19.05. Dedicated test on Tuesday 23.05 allows to confirm the origin of the effect by running with and without the module included but otherwise exactly same conditions, see https://lblogbook.cern.ch/Shift/19103
