Drop use of default TES locations

Drop use of default TES locations, as these should be figured out by the scheduler, use PyConf and for persistency/packing purposed by SelectivePacker for anonymous locations and specific reco locations by persistreco_version.

If one needs old default TES locations, this should be decided/set by explicit setting for that particular use case / options.
