Update Catboost to 1.2

Need to put Catboost files somewhere accessible for both MuonID and the T-tracks filter.

Also need to update to 1.2 for ARM compatibility, and update Findcatboost.cmake for compatibility with version in "dev4lhcb" build of LCG
