Add functionality to refit PVs tracks and refit PV
With all tracks of the PV now having their clusters persisted, we can properly update their parameters and refit PVs. While this is now technically possible, it still requires an algorithm that creates these new PVs, along with a nice user interface to take care of (1) getting the tracks from the PVs, and (2) refitting them.
