Run 1/2 code cleanup in Rec master: Rec/Tf

Pat* is Run 1/2 as is FastPV and FastVelo, TsaAlgorithms and TsaKernel.

TfKernel, TfTools, and TrackSys mix upgrade and Run 1/2 things, the distinctions are mostly obvious from the filenames. Since the distinction between Tf Tr and Pr is I suspect incomprehensible to anyone new to this, I would take the opportunity to move any relevant upgrade code out of Tf in the first place and get rid of this directory. If you agree and could propose where it should go (i.e. Tr or Pr or a mixture?), I am happy to open more fine grained issues for this.
