refactoring PrimaryVertexChecker

Goals:

• refactoring PrimaryVertexChecker to be functional,
• updating Tf/TrackSys for passing the Brunel tests,
• output significantly changed, will require update of references,
• adding all necessary options in Moore etc
• updated to the changes from !1896 (merged)
• beamline added
