blas requirement has disappeared - regression?

As I understand, blas and blas-devel were recently added to HEP_OSlibs: https://indico.cern.ch/event/704699/contributions/2894541/attachments/1599843/2536079/20180213_blas_ADC_weekly.pdf
The version from back then shows the requirement:
$ rpm -qp HEP_OSlibs-7.2.5-1.el7.cern.x86_64.rpm --requires | grep blas
warning: HEP_OSlibs-7.2.5-1.el7.cern.x86_64.rpm: Header V4 DSA/SHA1 Signature, key ID b54e5d5b: NOKEY
blas(x86-64)
blas-devel(x86-64)
But in newer versions of HEP_OSlibs this requirement seems to have disappeared:
$ rpm -qp HEP_OSlibs_SL6-1.1.10-1.el6.x86_64.rpm --requires | grep blas
warning: HEP_OSlibs_SL6-1.1.10-1.el6.x86_64.rpm: Header V4 DSA/SHA1 Signature, key ID b54e5d5b: NOKEY
$ rpm -qp HEP_OSlibs_SL6-1.1.10-1.el6.x86_64.rpm --requires | grep blas
warning: HEP_OSlibs_SL6-1.1.10-1.el6.x86_64.rpm: Header V4 DSA/SHA1 Signature, key ID b54e5d5b: NOKEY
I confirmed this by trying to install v7.2.11-3.el7.cern on CentOS7 with yum and found that blas is not pulled in.
Was this dependency intentionally removed or is it a regression?
