Implementation of the fast simulation

Implement the fast simulation of MALTA2 as done in pymaltasim and documented in Carlos' slides. The code should be standalone (live in libMaltaSim) to allow reuse in different frameworks.

A separate issue will be created to use the fast simulation inside Allpix2 for validation purposes.
