add a link to browser when displaying an error condition

Shifters paste the error message and remedy instructions to the ELOG in some cases.

For post-mortem analysis (understanding what actually happened) it could be useful to also have a link to the browser to the point in time where the problem started below the error message such that shifters can paste it along with the error message.
