Advanced payload checking

Option to: In the case of a corrupt RDH in the expected position, continue to instead parse and check ITS data.

Still print error with the location of where the RDH was expected

Intention:

• check if heart beat frame payload is correct or corrupt
• check if rdh next offset is correct or corrupt

This can give hint of the source of data corruption
