Allow generation of cache for MC TCKs

- handle TCKs starting with 5 and 6 correctly
- emulate what is done in (flagged) MC to generate *all* functors

- filtered MC is more complicated... (functors depend on configuration)

Refactor HltCache

- Cache for settings is treated more like TCK
