Flag/Report Channel feature

Following: https://gitlab.cern.ch/push-notifications/notifications-design/-/issues/19

Add necessary changes to support "Flag Channel" operation:

• Add Flag Channel endpoint. This endpoint receives a channel id, and a reporting reason. Return nothing (204)
• Make endpoint create a SNOW ticket.
