Groups/Members intersection for targeted notifications

Following CDA-AD CERN Alerter request: Provide an option to target notifications to a channel with intersection instead or adding targeted groups & members to the channel.

Example:

• Channel Windows users contains all Windows users at CERN
• Sending targeted notification to group b28-occupants will send to intersection between channel members and group members -> Windows users of building 28 only.
