Prevent devices from being removed if associated with a Preference

Throw 403 Forbidden.

On the UI we could redirect to a new page with a list of preferences associated with a device, or we could add a filter to the preferences page, to allow the users finding out easily where the device is being used. This could be particularly important for channel preferences.
