[Disable global preferences] Refactor api api/preferences/<channel>

Refactor api to return {global_preferences[], channel_preferences[]} global_preferences must contain both enabled and disabled preferences (and bool indicating it).

Will be used in the new sections "Global preferences and Channel Preferences" of the UI, in the channel preferences page.
