[#95] Targeted Notifications

Merged Emmanuel Ormancey requested to merge 95-targeted-notifications-mockup into master

  • Added targetUsers and targetGroups columns to notifications table

  • Handles targets in send-notification.ts service

  • Also rewrote the isMember and all User comparisons to fix issues on unconfirmed users registered with an email only.
