Init email-gateway repo

Init repo: https://gitlab.cern.ch/push-notifications/email-gateway

Make it similar to the notification-routing. (Instead of having a router that consumes from activeMQ we will somehow process email with stmp in a loop.)

For now just add the config and app packages and leave the connect method empty.

Don't implement details of smtp.
