Create new processor mail-gateway

Recipient format: <service-name>+<channel-name>+<level>@cern.ch

Make input queue configurable (since logic should be the same for both mail-gateway and mail-gateway-critical

• Parse format and validate all fields exists
• Verify sender can write to that channel - if not send to deadletter
• Call backend to create a new notification
