[PUSH] Add encoding parameter to webpush processor for non standard aes128gcm cases

Current Windows 10 UWP test only decodes old aesgcm encoding, when aes128gcm is now the default.
Adding a parameter to the processor will allow to specify encoding, also when different encodings will have to be supported.
