Move stress-testing to a new private repo

Notification samples is public because it's meant to be visible to users, as we showcase ways to integrate with our service api.

Let's create a new repo for stress testing and other private tools meant to be used only by us, ie internal-tools, a move the folder stress-testing, (and whatever else is necessary to make it work) to it.
