Register access is currently quite slow

It looks like register access currently can take up to ~6 seconds. This is not a big issue in manual mode, however when we are controlled via central run control it becomes a problem: We currently write to 5-10 registers at the start of a run, so CMS spends up to a minute waiting for scouting to start. This is exacerbated by #24, but we should have individual register access that works in less than a second.
