Try to see if ST_LINK_UP should be used for link state

@rardino and @tjames spotted a potential issue in (also) the KCU1500 code. It looks like we're telling the link state machine that the links are down and thereby stopping it from going into its monitoring state. Should check if this also improves things in the KCU1500.
