Publish a java-stubs package

I propose that we publish a java-stubs package to PyPI.org, this can be re-used in many places, and will be generally useful to JPype users. It can live in its own gitlab/github project, but just raising awareness/discussion here.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
