Create stubgenj mypy plugin

Some work has been done in https://gitlab.cern.ch/acc-co/devops/python/prototypes/pyda-japc/-/merge_requests/56 and could potentially be elevated and included into stubgenj itself.

Note: currently mypy plugin API does not guarantee stability.
