Remove ATLAS_NO_CHECK_FILE_THREAD_SAFETY from SiHitIdHelper.h/cxx and TRTHitIdHelper.h/.cxx. Add const to static Si/TRTHitIdHelper helper. Add const to return type of Si/TRTHelper::GetHelper.
