TileRecUtils: Run tests in private directories.

Although the tests in this package usually work, a failure was observed 
in one nightly apparently due to corrupt pool file catalogs.
This can happen if multiple tests are reading/writing the same xml file,
giving the possibility of a race.
Try to avoid this by running the tests in private directories.
