Anchor links do not direct in the correct position of the page

Summary

When an anchor link is created in a page, the link does not direct in the position that it should. Most of the times the actual position is hidden behind the header region.

Steps to reproduce

1. Create a page with dummy text
2. Create different anchor links
3. Click them to test them
