Webform access denied settings issue with inline messages

When setting the Webform “Form access denied setting” to “Inline” and write the “access denied message” as shown in attachment 1.

The custom message is displayed as a Notice message on Bartik (attachment 2)

But on CERN theme the custom message is never rendered (attachment 3)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
