Move declaration of eg_resol into calculate, promote to static const.
Suggestion to promote m_eg_resol to a static const variable inside calculate. Might be nice to eliminate the class entirely if this is okay but this would be a step in that direction
MR targets egamma repo to simplify the diff while EMFourMomBuilder_util is awaiting approval.
