Updating squid validation script

The site local configuration has a new tag where instead of listing proxy servers, you list a proxy configuration. This proxy configuration determines the correct proxy server based on the node location. Currently T0_CH_CERN site local configuration is using this only, but it may be pushed to T2_CH_CERN tomorrow.

SAM tests have been updated accordingly as well. This patch updates the squid test to match the current version of the SAM test being used for the same purpose.
