Bootstrap CVMFS-based information from VO_CMS_SW_PATH.

This allows sites to set their own site-local-config.xml; in order to use local-users features, they'll still need to sync this to CMFS.

Fixes issues with export_siteconf_info.py at the T{1,2}_FR_CCIN2P3 sites.
