Integration of H2M device

This PR integrates de H2M device into the Boreal architecture. It includes an H2M device IP into a an H2M device core block design that is connected to the preocessing sysem via an AXI4Lite interface. The H2M device IP is packaged twice , once for the ZC706 board and once for the ZCU102 board.

In addition, this PR also introduces a couple of common blocks that can be shared across the various projects. One of them is the pattern generator core used in the H2M device IP.
