Reworking H2M integration for both ZC706 and ZCU102

This PR rework the block designs of the PS core and the H2M device core. It gets rid of the SmartConnect and used the default AXI protocol version for each board, namely AXI3 for ZC706 and AXI4 for ZCU102. It also repackages the H2M device IP.
